Membership of the Board
There are a number of partner organisations who work together to safeguard adults in Knowsley and are members of the Knowsley Safeguarding Adults Board.

KMBC
Local Authorities are responsible for a range of vital services for people in the local community, including housing, planning, environmental services, licensing and schools. Local Authorities also have responsibilities to provide social care services to both children and adults, including adult safeguarding. Although a range of organisations have important roles to play in safeguarding, the Local Authority is required in law to take the lead and coordinating role in adult safeguarding. This means that when there is a reasonable suspicion that an adult has been abused or neglected in its area, the Local Authority must undertake enquiries in order to establish whether someone should do something in order to protect the adult from the suspected abuse. Enquiries include establishing whether abuse or neglect has taken place, work with the adult, or their representatives, or advocates to achieve the outcomes they would want in response in order for them to achieve resolution and recovery.
Community Safety
The Community Safety Department is a part of the Communities and Neighbourhoods Directorate of Knowsley Council. There are three main services that are delivered by the Community Safety Department which include the Crime and Communities service, the Safer Communities Domestic Abuse service and the Security service which manages the School Crossing Patrol service as well. The Crime and Communities service respond in a partnership approach to reports of anti-social behaviour and those associated crimes which includes serious and organised crime, exploitation, hate crime amongst others.
The Safer Communities Domestic Abuse service provides support and advice to those victim/survivors of Domestic Abuse who are assessed as low and medium as part of the Knowsley Pathway. The service also provides challenge to those non-statutory perpetrators of Domestic Abuse. The service also oversees the MARAC process, engages with our voluntary, community and faith sector partners who also provide support and is responsible for administrating and leading the Knowsley Domestic Abuse Strategic Partnership. Knowsley Security service monitors over 1000 CCTV cameras in the borough, provides out of hours services for both adult and children’s social care, homelessness support, emergencies and the council’s lone worker devices and manages the School Crossing Patrol service for the borough.

Merseyside Police
Who we are
Merseyside Police are responsible for providing a first line response to the needs of the community. This includes tackling crime, keeping people safe and safeguarding vulnerable people. Merseyside Police are also a statutory partner of Knowsley Safeguarding Adults Board.
Our role in Safeguarding?
Merseyside Police respond to and approach the protection of vulnerable people through Investigation and Safeguarding, with specialist departments for those disciplines. There are 14 strands of vulnerability of which Adults at Risk is one.
Specialist teams are responsible for the investigation of domestic abuse, sexual offences, hate crime, child protection, harmful practices, adults at-risk, modern-day slavery etc.
A Vulnerability Hub for Merseyside works collaboratively with partners to deal with safeguarding in terms of assessment and pathways for referrals, Initial child protection conferences, MASH, MARAC, and assessment and disclosure of DVDS etc.
But it is the responsibility of the whole force as one team to respond to vulnerability, from identification and referrals to appropriate agencies, to the most appropriate investigation in the circumstances, for example, investigation of elder financial abuse by the Economic Crime Team, or Investigations PVP for neglect cases. Police continue to work with each of the Local Authority Safeguarding partners on events such as Safeguarding week and Financial Abuse initiatives.
Key priorities for the police in respect of Safeguarding Adults and bringing offenders to justice, include Domestic Abuse, Hate Crime, Financial Abuse, and those who are considered most vulnerable under the Care Act, in that they are in need of care and support. We continue to build on the learning from Safeguarding Adults Reviews and will be using this to inform training which better educates the workforce on the importance of identification of vulnerability at the earliest opportunity and appropriate referrals.

NHS Cheshire & Merseyside – Integrated Care Boards
C&M ICB has responsibility for planning NHS services including Primary Care, community pharmacy and those previously planned by Clinical Commissioning groups (CCGs)
The C&M vision is for everyone in Cheshire and Merseyside to have a great start in life and get the support they need to stay healthy and live longer.
This will be achieved by working together, as equal partners, to support seamless, person-centred care and tackle health inequalities by improving the lives of the poorest fastest.
There are 9 Regional Place Base organisations (Cheshire East, Cheshire West, Halton, Knowsley, Liverpool, Sefton, St Helens, Warrington, Wirral).
Knowsley Place
Knowsley Place is an NHS organisation that brings together local GPs (doctors), nurses and other healthcare professionals from across Knowsley. We assess the health needs of the local population, and then plan and monitor the delivery of the required healthcare services.
We work with clinicians and healthcare professionals from local hospitals, mental health and community healthcare organisations, and voluntary and community organisations, to plan and deliver the best quality healthcare services, as close to people’s homes as possible
Place Directors will have the freedom to design and deliver services according to local need.

We offer a wide range of support for our customers over and above our core housing role, including housing & tenancy advice, support to access welfare benefits, support for improving mental health & wellbeing, guidance and signposting in respect og gaining employment & building skills, and direct support for those suffering domestic abuse & ASB.

Mersey and West Lancashire NHS Teaching Hospital Trust
Mersey and West Lancashire Teaching Hospitals NHS Trust (MWL) serves a population of over 600,000 with a combined workforce of around 9,000 dedicated and skilled staff.
Staff deliver care from a range of locations including hospitals, community locations and in patient’s own homes.
MWL provides emergency and maternity services at Whiston, Southport and Ormskirk hospitals, as well as a range of medical and surgical specialties across all our hospitals, including St Helens and Newton.
MWL provide adult community services as well as an urgent treatment Centre for the Borough of St Helens
Specialist regional services are provided the Mersey Regional Burns and Plastic Surgery Unit at Whiston Hospital and the spinal injuries unit at Southport District General Hospital, to more than four million people across the whole of Merseyside and West Lancashire, Cheshire, the Isle of Man and North Wales.
The Trust has a dedicated Safeguarding Adult and Children Team who offer advice and support, are responsible for driving the Safeguarding Agenda and ensuring the safety and wellbeing of patients and staff is paramount. The Team work predominantly with safeguarding partners within the boroughs of St Helens, Knowsley and Halton.
There is representation at Knowsley Adult Safeguarding Board by the Assistant Director of Safeguarding who leads on the Trust agenda and contributes to the Knowsley Multi agency process for both adults and children.

Merseycare
Mersey Care is one of the largest trusts providing physical health and mental health services in the North West; in the borough of Knowsley we provide Community Care Services (such as District Nursing and Podiatry), Mental Health Care (such as mental health in-patient services, Community Mental Health Teams and A&E Liaison services) and Learning Disabilities Services. Merseyside Fire and Rescue Service
Merseyside Fire and Rescue Service (MFRS) recognise that Safeguarding is ‘Everyone’s Business’ and have a strategic statement that reflects the importance that we give it.
Our Safeguarding function sits within our Prevention Department and covers our delivery to adults, children and young people at risk via our Home Fire Safety Check (HFSC) visits, High Risk Safe and Well visits and Youth Education activities. Also, via our Safeguarding Governance Meeting, which is attended by all Department Heads we identify emerging risks and ensure that safeguarding is embedded throughout the Service.
The Strategic Safeguarding Manager attends all Safeguarding Adult Boards and Safeguarding Children’s Partnerships and ensures that all relevant learning is cascaded to all MFRS staff.
The Strategic Safeguarding Manager is also the Chair of the National Fire Chiefs Council (NFCC) Safeguarding Practitioner Group, which ensures that all UK Fire and Rescue Services have the required training and knowledge to effectively manage their safeguarding responsibilities.

Probation Service
Probation Service is a statutory criminal justice service which is responsible for the supervision of offenders in the community and custody. Probation Service is responsible for the offender management of people who are subject to Community Orders and Suspended Sentence Orders, serving a custodial sentence, or on licence/post-sentence supervision following release from custody. Probation Service also provides pre-sentence reports and assessments to Courts.
Probation Service’s main functions are public protection and supporting people on probation to address the factors linked to their offending behaviour. Risks to the public, known adults, children and staff are assessed and managed via evidence-based risk assessment, which in turn is used to determine the restrictions, protective factors and interventions that will be in place for each person on probation. Probation Service delivers Accredited Programmes to address a number of specific types of offending behaviour (e.g. domestic abuse and sexual offending), as well as referring to commissioned rehabilitative services and local partner organisations to address offending-related issues and wider social needs (e.g. accommodation, financial management, substance misuse, mental health, wellbeing).
Partnership working is vital to Probation Service; strong working relationships are essential when it comes to effective risk management and safeguarding. Staff are trained to identify safeguarding risks and they work closely with local partner agencies (including police, safeguarding services, Local Authority departments, health, and substance misuse services) to manage these risks.

Healthwatch
Healthwatch Knowsley is your local health and social care champion. From Kirkby to Halewood and everywhere in between, they make sure NHS leaders and other decision makers hear your voice and use your feedback to improve care. They can also help you to find reliable and trustworthy information and advice.
Their responsibilities include:
1. Enabling people to share their views and concerns about health and adult social care services in Knowsley
2. Helping build a picture of where services are doing well and where they can be improved
3. Providing authoritative, evidence based feedback to organisations responsible for commissioning or delivering local health and adult social care services
4. Working with commissioners and social care providers amongst others to help make sure that services are designed to meet local people’s needs.
Healthwatch Knowsley has been developed to give the people of Knowsley a stronger voice in influencing and challenging how health and adult social care services are provided within our region.

One Knowsley is the leadership organisation for Knowsley’s Voluntary, Community, Faith and Social Enterprise (VCFSE) sector, supporting, developing and amplifying its voice and impact. Knowsley Advocacy Hub is an independent and confidential single point of contact for Independent Statutory and non-Statutory Issue Based Advocacy. The Hub provides immediate information and support to guide you to the appropriate service.
